The Commission's report was strongly critical of how the State has handled the country's housing crisis.
It was published after two years of deliberations and includes 83 recommendations, as well as hundreds of actions.
Among those are providing an additional 25,000 homes in Laois, and 26,000 in both Offaly and Westmeath, respectively, by 2050.
This is a significant increase on the 94,000 households already on stream in the midlands, and would be needed to keep up with the Commission's recommendation of a population of seven million within the next two and a half decades.
Among the recommendations in the report is the delivery of the Eastern and Midlands Region Water Supply Project, which will see treated water piped through a 170km line spanning counties Offaly, Tipperary and Kildare.
