The project is in stasis while the process of finding a contractor continues.
Parents, staff and students at a midlands special school are "frustrated and demoralised" by further delays to plans for a new building.
Tender documents were sent to a shortlisted selection of contractors in September for the new build for Kolbe Special School in Portlaoise, but an appointment is yet to be made.
The plans for the new premises were put on hold earlier this year, due to Capital funding pressures.
