The NUJ is unhappy with how the announcement of the plan was handled.
The National Union of Journalists says announcing the RTÉ strategy through "leaks to the media" was a "further blow to staff" in an organisation where morale is at an all-time low.
The document has proposed a staff reduction plan, which could impact up to 400 people currently working at the State Broadcaster.
This will be carried out as a voluntary redundancy scheme over a two year period.
