The motorist, who was also found to be a disqualified driver, was stopped by the county's Roads Policing Unit at a MIT checkpoint in Portlaoise on Sunday night.
The vehicle has since been seized, and the driver has been charged to appear before Portlaoise District Court.
Gardaí in Laois are also urging everyone to never drive under the influence of alcohol or drugs.
