The majority of that cost is in relation to slips and falls.
Slips and falls cost councils around the country more than €54 million last year.
The amount of money paid out in compensation for public liability claims was up 15.7% on 2022 figures.
Westmeath County Council paid out nearly €940,000 in 51 claims, while the figure in Offaly is €760,000.
Laois County Council didn't respond to the survey by the Irish Independent.
