Local councillors say people are becoming fearful of using the park.
Gardaí are encouraging people in the midlands to report anti-social behaviour.
There have been recurring reports of anti-social behaviour in Lloyd's Town Park in Tullamore.
Cases of harassment have led to people, particularly the elderly, being afraid to use the park
Speaking at the Offaly Joint Policing Committee, councillors Sandy Smollen and Sean O' Brien addressed the issues around "gangs of youths" in the park and around the area.
In response, Chief Superintendent Anthony Lonergan said young people had been identified regarding such issues and would be dealt with appropriately in the criminal justice system.
He also emphasised the need for the public to bring such issues to Garda attention.
