The council is getting funding for homes from the Government.
An Offaly councillor wants the local authority to use two government schemes to help battle a housing shortage throughout the county.
The Buy and Renew and repair and leasing schemes are both aimed at renovating and refurbishing existing housing in order to return it to the market as social housing or privately leased.
Independent rep Sean O'Brien says both would immediately add to efforts being made by the executive to directly build new houses.
He says it'll combat dereliction as well as giving owners more options:
