25 commencement notices were issued in Laois in August, the highest number in the region.
That figure is 12 in Offaly, while construction began on just five homes in Westmeath last month.
Nationally, 2,264 commencement notices were issued in August, bringing the total so far this year to more than 37,000.
That's an increase of 76% on the same period last year, according to the Department of Housing.
