That's according to new figures from NOAC.
The highest number of jobs in the country were created in Westmeath last year.
Figures from the National Oversight and Audit Commission show over 200 jobs were created per 100,000 of the population.
Offaly was the next highest in the region, with over 180, which NOAC says is a noteworthy improvement on 2021.
Laois lags behind it's regional counterparts, with less than 100 jobs created per 100,000.
Nationally, Meath ranked the lowest in the figures.
