Cork extended their lead through the second period.
The Faithful County fought back to bring the gap down to just one point heading into injury time.
From there, Cork sealed their victory with two points and a late goal to win on a final score line of 2-13 to 0-13.
Clodagh Leahy finished as Offaly's top scorer with nine points, all of which were from frees.
Cork progress to face Kilkenny in the intermediate final while Offaly face another season in the grade next year.
