Offaly have been drawn in group 1 alongside Roscommon and Wexford.
Westmeath return to the intermediate ranks in group 2 with games against Longford and Louth.
While Laois will face a difficult task in group 4 with Sligo, Clare and Kildare.
The top team in each of the four groups will advance to the semi-final stage.
